What this document is
A diagnosis of Sri Lanka's solid waste system, centered on the Colombo Metropolitan Region, following the Supreme Court's March 2026 ruling that long-term open dumping at Meethotamulla was unlawful.
- The Supreme Court has ruled the status quo — open dumping — unlawful. The country needs a compliant alternative, now.
- Western Province generates ≈3,500 TPD (60% of the national total); Karadiyana, its largest landfill, is already over capacity and flagged for collapse risk.
- No current public per-ton disposal cost exists — this Assessment is honest about that data gap rather than inventing a figure.

On 31 March 2026, Sri Lanka's Supreme Court ruled that long-term open dumping at Meethotamulla was unlawful — the same practice that killed 32 people when the dumpsite collapsed in 2017. Karadiyana, the Colombo region's largest active landfill, is already over capacity and flagged by the National Building Research Organisation for the same slope-failure risk.

§1.2 — National and Regional Generation
Sri Lanka generates an estimated 8,000–10,000+ tons per day (TPD) of municipal solid waste nationally, of which only 4,500–5,600 TPD is collected — leaving a substantial uncollected/informally-disposed gap and over 260 open dumpsites operating countrywide. The Western Province — encompassing the Colombo Metropolitan Region — generates approximately 3,500 TPD, roughly 60% of the national total, per the Waste Management Authority of the Western Province (WMA-WP).

§1.3 — Full Feedstock Capability Statement
ACM's Advanced Circular Manufacturing process is capable of receiving, processing, and converting Sri Lanka's mixed municipal waste stream, including the material currently routed to open dumpsites. Stream composition variation and seasonal (monsoon) load swings are within ACM's operational design envelope.
Logistics and Infrastructure
The Colombo Municipal Council (CMC) and neighboring local authorities route municipal waste primarily to the Karadiyana landfill (Boralesgamuwa, ~15 km from central Colombo) and to the Kerawalapitiya Waste-to-Energy facility. The Karadiyana site — the largest active landfill serving the Colombo region — is documented by the National Building Research Organisation (NBRO) as operating over capacity, with slope-failure risk comparable to the conditions that preceded the 2017 Meethotamulla collapse.

§2.2 — Feedstock Collection and Aggregation
Sri Lanka has no rail-haulage network for municipal waste comparable to systems used elsewhere. Collection runs through more than 380 local authorities (Municipal Councils, Urban Councils, and Pradeshiya Sabhas) nationally, each operating its own trucks and contracts. Siting Phase Initial adjacent to Karadiyana (Proposal §2.4, Site P1) means feedstock arrives on collection routes local authorities already run — no new collection infrastructure is required, only a redirected endpoint. Aggregating supply reliably beyond the Colombo Municipal Council's own contribution requires either a Western Province Waste Management Authority-brokered multi-council agreement, or direct agreements with the largest individual contributing councils.

Executive Implications — Regulatory
- The Supreme Court has already ruled the status quo unlawful. This is not a prospective risk — it is a decided legal finding the government must now act on for Meethotamulla, and faces exposure to for every comparable site nationwide.
- Karadiyana is next in line for the same finding. The NBRO's own risk assessment describes conditions comparable to pre-collapse Meethotamulla.
- No engineered alternative currently exists at the scale required. Kerawalapitiya WtE addresses 700 TPD; the remaining Western Province volume has nowhere compliant to go.

Executive Implications — Feedstock System Assessment
- The Supreme Court has already ruled the current disposal practice unlawful. This is a decided legal fact, not a forecast — creating an immediate compliance imperative.
- Karadiyana is the highest-priority site. NBRO's own risk finding places it in the same category that produced the 2017 Meethotamulla disaster.
- Western Province's ~3,500 TPD (60% of the national total) is the addressable ceiling for a full-scale deployment, anchored by a national-government counterparty.
- No current published disposal-cost figure exists — this Assessment says so plainly rather than presenting a fabricated number as verified.

Appendix B — Change Factors
- Government response to the Supreme Court ruling. How the government responds to the Meethotamulla finding — and whether it proactively addresses comparable sites like Karadiyana — will shape the urgency and structure of any engagement.
- Colombo South Waste Processing Facility status. If the stalled Karadiyana W2E project (Fairway Waste Management) resumes or is confirmed abandoned, addressable volume at that specific site changes materially.
- BOI Strategic Development Project designation. Section 17 status (up to 25-year tax exemption) would materially improve deal economics if granted.
