What this document is

A plain-language explainer: what's happening at Karadiyana, why the Supreme Court's ruling matters, and what the Circular Royalty™ means for the country.

Three things this document says
  1. Nothing changes about how waste is collected — this facility replaces where it ends up.
  2. The Supreme Court has ruled the current practice at Meethotamulla unlawful; Karadiyana carries the same risk.
  3. ~175 local manufacturing jobs from Day 1, and a new royalty payment to the national government — at zero cost to taxpayers.

What's happening, in plain languageසරල භාෂාවෙන්, සිදුවෙමින් පවතින්නේ කුමක්ද

In 2017, the Meethotamulla dumpsite collapsed and killed 32 people. In March 2026, Sri Lanka's Supreme Court ruled that the long-term open dumping that caused it was unlawful. Karadiyana — the region's largest active landfill — is already flagged by government engineers for the same kind of risk.2017 දී, මීතොටමුල්ල අපද්‍රව්‍ය බැහැර කිරීමේ ස්ථානය කඩා වැටී මිනිසුන් 32 දෙනෙකු මිය ගියේය.

This isn't a future risk — it's a decided legal fact. The Supreme Court found the government responsible for allowing Meethotamulla's dumping to expand far beyond what was ever permitted.

The first stage of the facility creates around 175 permanent, skilled manufacturing jobs. At full scale, the facility supports around 1,225 direct jobs across the Western Province.

Carbotura builds and pays for the entire facility. The government pays a per-ton fee for the processing service, and 13 months later starts receiving a larger royalty payment back from Carbotura — a payment that grows every year and structurally exceeds the fee.

Sri Lanka is officially rated "highly water stressed," using over 90% of its available freshwater. The facility produces net-positive ultrapure water as part of its process — a real local benefit, not a side effect.

After the national grid's island-wide blackout in February 2025, this matters: the facility self-powers and does not draw on or add strain to the national electricity grid.

Environmental and performance figures are designed targets at commercial scale — they are not guaranteed operational outcomes. Financial projections — including the Circular Royalty™ estimate of ~$535.2 million over 30 years, against a separate ~$400.6 million Beneficiation Fee obligation over the same period — are modelled estimates based on standard contract parameters and are subject to Deployment Study confirmation. Job figures are estimated from standard industry scaling parameters. No current published disposal-cost figure exists for Colombo or the Western Province. All projections are subject to site-specific conditions, permitting, financial guarantee issuance, and Deployment Study confirmation.
